Chester Microenterprise Partnership (CMP) was created through the collaborative efforts of the Philadelphia Development Partnership, the City of Chester, the Chester Education Foundation, Pennsylvania Weed and Seed, the Pennsylvania Department of Community and Economic Development and several community-based organizations, to foster the start-up and growth of microenterprises and small businesses in the City of Chester.

Prior to CMP's establishment in December 1999, Chester entrepreneurs had neither the dedicated services, nor the facilities, to support small business and microenterprise development.

Today, CMP offers a wide array of business development services. CMP has formed partnerships with other local organizations, such as the Chester Housing Authority, Widener University, and the Delaware County Chamber of Commerce, to further broaden the support network for its programs and services.
